On February 24th, 2023, Erica Lonergan presented a working paper co-authored with Margaret Smith and Grace Mueller at a workshop hosted by the University of San Diego on Cyber Escalation in Conflict: Bridging Policy, Data, and Theory. The working paper, titled “Do Cyber Operations Escalate Conventional Conflict? Examining Evidence from Ukraine,” draws on an ongoing collaboration between Lonergan and Jason Healey to collect data about cyber incidents in the Ukraine conflict.
