Robert Jervis, Adlai E. Stevenson Professor of International Politics and Saltzman Institute member, has a new working paper, “Relations between the US and Iran: Threats and Promises,” Dr. Jervis gives a comprehensive review of the problems and possibilities in American negotiations with Iran over the latter’s nuclear program. Examining the efficacy of a carrot-and-stick approach in convincing Iran to halt its nuclear program, Dr. Jervis presents a number of options suggested by the theory of deterrence and international diplomacy.
