This fall, Stephen Biddle presented twice at the U.S. Army War College in Carlisle, PA. His presentation “US Strategy and Policy for Syria, Iraq, and Afghanistan” was given on October 15, 2018 to the U.S. Army Basic Strategic Art Program, and “Security Assistance, Principal-Agent Theory, and U.S. Defense Policy,”  was presented to the U.S. Army Advances Strategic Art Program on November 30, 2018.
